FFMS declares 2nd bond issue of Russian Communal Systems not held

The FFMS refused state registration of the bond placement report on Series 02 bonds of Russian Communal Systems (Rossijskie Kommunalnye Sistemy) on October 9. The state registration of the issue was cancelled as the issuer had placed no bonds of the issue.
